I know all of you are probably wondering about everything we changed during that massive overhaul of the ruleset, aren't you? Well wonder no further, here are ALL the changes: - Roman numerals and letters instead of letters and numbers. - General Rules and Strike System now have a section ID of their own. - Rules that use the Strike System are now indicated by an asterisk (*) next to that rule instead of a long and ugly text explanation of what rules use strikes. - Addition of the one CSL match per week rule (a player cannot transfer to another team and then play another week 1 match). - Permission for registrations and transfers to/from a team. - Registration deadline of Friday 11:59 PM ET has returned (Saturday 11:59 PM ET for custom track registration/transfers). Teams that play matches earlier than Saturday (Sunday for custom track matches) now have the ability to register/transfer players right before the match again. - Using more than 2 resets is now -20 instead of -30. - Glitches are now -100 instead of -50. - Picking a custom track in a regular track match and freezing the room now results in a strike. - Picking a regular track in a custom track match and stalling the war now results in a strike. - Banned custom track criteria no longer includes modified item boxes and gaps that can't be made while small. Instead, the criteria is only on tracks that just seem undriveable normally or present a very unfair disadvantage that a player has little to no control over (i.e., River Bridge lacking a fall boundary, causing a player to lose over 20 seconds if hit off the bridge, Punch City II having a truck that automatically squishes 1st place on "GO!", Spike Desert having an area that doesn't count laps). - Picking a banned custom track and stalling a custom track war now results in a strike. - Game image Mii symbols are now banned due to their potential to get in the way of items because of being colored; DSi symbols are still fine to use. - Many game modifications/CTGP Revolution channel settings penalties are no longer instant and have the option of using up a reset before the penalty is applied. In addition, many penalty values have been decreased so if a penalty is applied, it isn't a ridiculous amount like before. - The Wiimmfi Patcher Homebrew Application + Skype screen-sharing with a council member or opposing team member is now allowed by default as a Conditionals method for players that cannot get CTGP Revolution to work (no more exceptions need to be granted in order to do this). - Players now have the ability to play in matches on white line then enroll for Confirmed Conditionals without receiving a penalty, as long as they enroll for Confirmed Conditionals with the friend code they just used in the match within 48 hours of that match's completion. - Suicide bagging without trolling is now default again like before, trolling is now an option for the hosting team to choose, and no overlap can only be played upon mutual agreement (for regular tracks only; the custom track division has no overlap by default with the other 2 options being host choices due to popular demand). - Any contact is no longer considered a troll in the suicide bagging ruleset; the contact must have a negative impact on the racer (and this will be determined by the council). - Less severe trolling incidents (which will be determined as such by the council) will receive a penalty of a lesser value (that value being -10 instead of -20). I think we can all agree that not every troll presents the same negative impact on a racer, so this helps with that. - No overlap no longer has the 5 second to stop moving rule; instead, you can move, but must not affect any players whatsoever (using items, being in the racing line of players a lap ahead, stealing dropped items, etc.) from that point on. - Close encounters to players a lap ahead when playing a no overlap match now have a "don't count unless proven" policy. In addition, proof from the player about to be overlapped will override all other proof. This helps out greatly with cases of lag between first place and the overlapped player, etc. - Not posting the match result within 24 hours after a match's completion now results in a strike for everyone on both teams involved in the match. - Not posting proof of the match result or completed races (GP/race pictures) now results in a strike for everyone on both teams involved in the match. - Not posting the wiimmfi.de/mkw room picture that lists everyone's friend codes will now result in a strike for everyone on both teams involved in the match instead of the person that makes the result thread. - Wins are now 3 points on the leaderboard (so as not to be the same as the increased amount of points for ties). - Ties/draws are now 2 points on the leaderboard (to make them worth more than a bonus point) unless both teams have forfeited, in which case that will result in 0 points on the leaderboard. - Forfeits are now 100-0 (like late WCL and IL again) to lessen the impact of +/- swing when they happen. - Matches involving 2 disqualified or withdrawn teams share the same score as a double-forfeit (100-100). - Conduct now goes up to 5 offenses before a permanent ban from the league instead of 4. - Better wording and removal of a lot of unnecessary crap. Not related to rule changes, but necessary to mention: - All Division Admins now have the power to vote in the council on all matters regarding their division. - No physical prizes, but Global Conditionals will remain due to popular demand. - Addition of playoffs after the regular season of 10 weeks: 2 weeks for the top 3 teams, first place in the division receives a bye-week and automatically goes to finals. 2nd and 3rd teams play each other during semi-finals to compete for facing off against 1st place. All playoff matches will be best of 3 or higher. - Matches will be casted by the new hybrid MKBoards casting team (comprised of CSL and MKU staff) instead of the old casting team that died off 1/2 way into season 5.
