    Updates

    Change: Addition of rule H.1.
    1. The staff reserve the right to place any player on conditionals at any time if a majority vote is reached. Said player will immediately be required to partake in conditional participation henceforth.

    Reason:
A player who does something which makes the council support his or her placing onto the conditionals list should be required to do conditionals immediately instead of waiting until the next season, in which case said player could be involved in suspicious activity for the remainder of the season.

    ===========================================================

Change: Removal of the old Section E:
    E. Foreign Discs/ISOs

    1. Players can not use a disc or an ISO that is foreign to their region. If they are caught using one, their clan will receive a penalty of 30 points.

Reason: This rule was added because foreign discs or ISOs allegedly cause an increase in lag. However, this is not true according to the following, which the council deems credible: http://pastebin.com/HbnUCPJ4

    ===========================================================

Change: Revamp of section D: Game modifications
    D. Game Modifications

    1. For people using the CTGP Revolution channel, the "My Stuff" folder, "Speedometer," and "Draggable Blue Shells" options have to be turned OFF and the "Remove Game Music" option must be set to NO. For people using ISOs, no personal game modifications whatsoever are allowed to be used.
    2. If any part or parts of the above rule are broken, the player's points will not count for the match.
    and removal of Rule H.6.
    6. Players on Confirmed Conditionals (CCs) are not required to follow conditional participation and its procedure below as long as they follow the CCs requirements. Requirements:http://pastebin.com/aiHR6Rw7

    Reason: http://www.mkboards.com/forums/thre...d-conditionals-and-why-we-removed-them.13566/

    ===========================================================

Change: Taking a player's item box is now considered trolling. However, if a player takes an item that no player was lined up to get, there will not be a trolling penalty. See Section J.

Reason: Taking a player's item box often has a large impact on said player's race and can cost the player several positions. However, if an item box was taken that a player clearly wasn't going to take (up to the discretion of the administration), then there should not be a penalty because the racer was not affected.

    ===========================================================

    Change: Addition of Rule E.1.
    1. If the host is loading through the CTGP Revolution channel, the host must not have a white line (that is, CTs must be off). If CTs are on, the host must reset and load with CTs off. If the host resets during a race, that counts as one of the hosting team's resets (see rule B.4.). Failure to reset before the beginning of the second race that the host played with CTs on results in a -20 penalty.

Reason: In general, if the host of the room has custom tracks loaded, then during Grand Prixes, none of the tracks that the host played in the past 16 races will be selected unless under extreme circumstances. This can be abused because it allows the hosting clan to prevent certain tracks from being played in a war, so custom tracks must be off.

Therefore, it is clear that if a host has custom tracks on, the host must reset and load with custom tracks off immediately or else the hosting clan should be penalized.

    ===========================================================

Change: Removal of the old Rule H.2b.
2b. Full gameplay is required for those who are streaming their conditional participation with a capture card.

Reason: Given the updated Section D, this is no longer compulsory, as the rules in Section D nearly assure that the player is not cheating, and it is very difficult to video-edit a livestream.

    Update

Change: Revamp of Section J: Trolling

Modifications to rules 2 and 3. New rules:
    2. It is up to the hosting team whether or not to allow trolling.
    3. Once the room has been opened for the first time, the decision cannot be altered.

Reason: Trolling is not allowed by default, but the council feels that the hosting team should be able to decide whether or not to have trolling. However, Rule 3 makes it so ample time is given for the non-hosting team to be aware of whether or not there is trolling allowed, and act accordingly. The decision can't be changed after the host has opened the room for the first time, so whether or not trolling is allowed is set in stone before the war even begins, as it should be.

    Additionally, the following was added:
    - The division admin and council will decide whether or not to give a trolling penalty on a case-by-case basis.

Reason: This has been the case, but it was added to make more clear the process of giving trolling penalties, as there is some unavoidable subjectivity involved.

Update: Addition of the new rule C7.

    7. If and only if two teams from the same clan are playing each other, the team which is officially registered as Team 2 must put the character "2" after its tag. (Example: If two teams from Charged Brigade played each other, Charged Brigade 1 would use the tag "¢β" and Charged Brigade 2 would use the tag "¢β2.")

Reason: To not create confusion in these matches.

    Update: Modification of rule C.1a.

1a. Acceptable separator characters consist of either a space or any of the following characters:
    . , 、。 ' : ; " " ' " ( ) _ « » & [ ] 「 」『』【】 { } · < > + - × ÷ = ± ∞ % \ / | @ ^ ~ © ® ° ™ ♭ ♪ º * ← → ↑ ↓ # Φ ◎ ☆ △ □ ◇ ★ • ● ◆ ■ ▲ ▼ ¦ Δ ∴ ※ 〒 ()*[] ~

Update: Reversal of rule C.1a. modification

Reason: Additional symbols added to the list of eligible characters.

Reversal Reason: Violates General Rule 8: 8. The rules may not be edited on a Saturday or a Sunday (using Eastern Time Zone).

Edit: Rule has been implemented as of 8/4/2015

Update: Modification of Rule J. Trolling

    J1. Master Division
    1. GP1 is no trolling.
2a. If both teams want trolling allowed, GP2 and GP3 allow trolling.
2b. If only one team wants trolling allowed, the team is allowed to choose either GP2 or GP3 to troll in.
2a. If a team wants to use trolling, they must tell the other team which GP they plan to do so before the match starts.

Reason: In Master Division, each team plays every other team one time. This created a flaw with the previous rule set, so a change was necessary to provide fairer competition.

    Updates

    Change: Addition of Rule H4
    4. Should a player involved in conditional participation be disconnected from Wiimmfi after successfully completing the procedure outlined below, that player must repeat the process starting from step 1 in the procedure before he or she may participate in the rest of the match.

Reason: "Oops, I disconnected!" "Sorry it took me 20 minutes to rejoin. I was uhhh.... doing laundry."

    --------------------------------------------------------------------

    Change: Addition of rule H4a
4a. After completing the conditional participation procedure once, players who disconnect will not be required to redo the procedure if they have been continuously streaming/recording and have not exited Mario Kart Wii. See Rule H5 for more information.

Reason: If it can be proven that said player didn't go offline and load hacks, there's no need to make a hassle and waste time redoing the process.

    -------------------------------------------------------------------

Change: Modifications of rules H5 and H6
    5. Players must upload and post their conditional participation (and proof from Rule H4a, if applicable) on the results thread. This must be done within 48 hours after the scheduled/agreed match start time and players must be keep it uploaded until it has been approved by the division admin or the council.
    6. Breaking either rule H4 or H5 will result in a loss of their points or a penalty of 150 points (whichever is greater) for that match, for each rule broken. If a player fails to upload a valid conditional participation for the second time, they will face the same consequence and will be banned for the remainder of the season.

Reason: Rules H4 and H4a were added, so these needed to be edited a little.

    Important Update

Change: Modification of General Rule 2.
    2. All rules and penalties are to be enforced by default. However, the council may overturn a rule strictly on a case-by-case basis only if a 2/3 majority vote is reached.

Reason: The remainder of this post is spoken only on my individual behalf, and not on behalf of the council. (Of course, a majority vote was reached to implement this change, which is why it is going through.)

Rules should be followed by default, but it is not always in the best interest to follow them as strictly as possible every single time. This is not advocating rule-breaking, but rather situations occur often which the rules, as they are written, do not handle the situation in the "best" manner. One major purpose of the council is to use the rules in order to provide structure and uniformity, but also to make sure matches go as they should. The council is a body which decides to do what it deems to be "right." Of course, the rules should always be followed unless it is decided that in these extreme circumstances that there is a better solution. Overturning a rule ad hoc is a powerful and controversial action, which is why a stronger majority of 2/3 is needed as opposed to 1/2. In this way, the entire community can be more sure that a large majority of the council is in agreement as opposed to a close vote.

If a driver momentarily is going 1 over the speed limit, but driving very safely and carefully, should they be given a ticket? If someone is being attacked, acts in self defense, and accidentally kills their attacker, should they be sent to jail for 20 years? The disconnection rules are there so that way a clan cannot purposefully disconnect in order to make an unfavorable race not count. If a clan has top 4 breakaway on Rainbow Road, the blue shell, and the shock, and all 5 of them DC while none of the other clan does, should the race count?

See the above post, in which the rule that says someone who is on conditionals who DCs must redo conditionals, or else said person could just DC and load hacks. This rule was not in the ruleset before the update in the above post was made. The council unanimously voted that this rule should be implemented, but the rules say that I have to wait 48 hours before implementing it. I did not wait 48 hours in order to get the rule implemented before the week's matches were played; if I waited 48 hours, matches would be played without this rule in effect. Should I be kicked from the council for breaking this rule?

This does not give any clan or player leniency in breaking the rules because there is now a possibility that a rule could be overturned. Everyone is still responsible for knowing the rules and following all of them to the best of their ability. This power the council now has is only for extreme circumstances, when a supermajority deems that the right thing to do is not to follow a rule for just that particular instance.

    Addition of

1c. If a clan's tag has a separator as the clan tag itself, that is allowed to be used as the separator as well (ex: for the tag "#", the full Mii name with tag could be "#MONEY"). If the clan's tag doesn't fall under this category, rules 1.-1b. must still be followed

    Updates

    Change: Removal of J. I & J. II
    J. Trolling

    I. Master's Division
    1. GP1 is no trolling.
2a. If both teams want trolling allowed, GP2 and GP3 allow trolling.
2b. If only one team wants trolling allowed, the team is allowed to choose either GP2 or GP3 to troll in.
2c. If a team wants to use trolling, they must tell the other team which GP they plan to do so before the match starts.

    II. Divisions 2 and below
    3. Trolling is not allowed by default.
    4. It is up to the hosting team whether or not to allow trolling.
    5. Once the room has been opened for the first time, the decision cannot be altered.

Reason: The 8-team format will continue in divisions 1 & 2, but the Masters Series will not. Therefore, the above shall be removed.

    --------------------------------------------------------------------

    Change: Modification of I. 3 & I. 4
    3. If 4 or more people disconnect and at least 2 is from each clan, the race does not count.
    4. If 2 or more people disconnect within 3 seconds of each other, and at least 1 is from each clan, the race does not count.
    3. If 3 or more people disconnect from the room, the race does not count.
    4. If 2 or more people disconnect within 3 seconds of each other, the race does not count.

Reason: With the old rules, a 2v5 is possible.... is that fair? No, not at all.

    --------------------------------------------------------------------

    Change: Addition of I. 6
    6. Should players exploit rules I.3 and I.4, the race will count by division admin and council discretion.

Reason: A 2v5 may not be fair, but what if the team intentionally disconnects if they are about to lose the race by a large amount? This rule prevents teams from doing such and abiding by the rules simultaneously.

    Update

Change to section P to this:
    P. Disqualifications / Withdrawals

    1. Any future results for disqualified or withdrawn clans will be altered to forfeit defeats.
    2. Any future results for disqualified or withdrawn clans against disqualified or withdrawn clans will be altered to 150-150 (Rule K.5b. would not apply in this case).

    The old wording was poor.

Modification of this rule in section E (Hosting):

    10. If the host kicks a player on the opposing team from the room at any time without the opposing team's consent, the hosting clan will receive a penalty of 100 points per player kick and the host will be permanently banned from hosting.

So kicking your opponents from the room before the GP starts in order to get your clan good spots in the room will also be a 100 point penalty per player kick. Notice the "at any time."

However, also notice the "without the opposing team's consent." If Clan A is hosting versus Clan B, and Clan B gives Clan A consent to kick one of Clan B's players from the room, then Clan A can kick that player without any penalty. However, if Clan A kicks players not included in the consent (for example, a clan only giving permission to kick Lyfe but the host kicking both Lyfe and Nave) then Clan A/the host will receive the penalties because Nave was kicked.

The CSL staff has unanimously decided to add in a new "Conduct" section, Section Q. Please read it carefully and ask if you have any questions. It's not our fault if you don't know the rules. Thanks to MKU for the original draft.

The reasoning is because CSL participation is a privilege, not a right. If you guru in an actual war, you lose that privilege. If you act like a terrible person, you also (temporarily) lose that privilege.

    Updates

A few changes, all discussed at today's meeting.

    Change: Modification of Rule A.5.

    5. Players registering, transferring or FC updating less than 24 hours before the match is played will not be eligible to play in that match.

Reason: It was possible to play a league match before the normal time and transfer/register new players right before the match. This was a loophole and had the potential for exploits (of which happened last season actually). This change makes it so players cannot be registered 24 hours before a league match is played, no matter what time it's played at.

    --------------------------------------------------------------------

Change: Modification of the entirety of Section H. ~ Conditional Participation.

    H. Conditional Participation

    1.
The staff reserve the right to place any player on conditionals at any time if a majority vote is reached. Said player will immediately be required to partake in conditional participation henceforth.
    2. Live-streaming the conditional participation procedure is required; recording is prohibited.
    3. Should a player involved in conditional participation be disconnected from the room after successfully completing the procedure outlined below, that player must repeat the process starting from step 1 in the procedure before they may participate in the rest of the match. The only exceptions for this is if it can be proven that they were never disconnected from Wiimmfi, or if they are live-streaming the entire match.
    4. Players must have their conditional participation uploaded or confirmed and this upload or confirmation must be posted on the results thread within 48 hours after the scheduled/agreed match start time. Players must keep it uploaded until it has been approved by the division admin or the council.
    5. Should a player fail to follow the conditional participation rules, it will result in a loss of the player's points or a penalty of 150 points (whichever is greater). If a player fails to follow the conditional participation rules for a the second time, it will result in a loss of the player's points or a penalty of 150 points (whichever is greater) and they will be banned for the following 5 matches.

    ====================

    Procedure:

Follow the steps for the method of access you will be using that allows you to connect to Wiimmfi: CTGP Revolution, Wiimmfi Patcher (Homebrew Channel Application), ISO.

    CTGP Revolution
    1.
    Load the CTGP Revolution application.
    2. Go into the settings and set the following to OFF or NO: My Stuff, Speedometer, Draggable Blue Shells, and Remove Game Music to match the requirements for Rule D.1.
    3. Go back to the home screen of CTGP Revolution and launch the game.
    4. Continue live-streaming until the track selection for the 1st race appears.

    Wiimmfi Patcher (Homebrew Channel Application)
    1.
    Load the Wiimmfi Patcher application.
    2. Continue live-streaming until the track selection for the 1st race appears.

    ISO
    1.
Follow the instructions in the readme.txt file provided in the CSL-Verified ISO (-your region here-).zip file you were given by staff.
    2. Put your external device (where the game ISO is located) into the computer.
    3. Open the "MD5_and_SHA_Checksum_Utility" program.
    4. Click Browse. Find your game file and open it, located: External Device -> wbfs -> MarioKartWii [RMCX01] -> RMCX01.wbfs (the X is replaced by either E, J, or P).
    5. Copy one of the following to paste into the program (under "Hash:"): 75A669BD8C3412BA468E16F3AB14C41364614358 [for players using the "RMCE01.wbfs" file], 360A8EFD3F64C61E35A0A9BA6F57F1ED0428B255 [for players using the "RMCJ01.wbfs" file], CF8B562A057C3ECFB01EEBD0A7E9568ACA5E34CB [for players using the "RMCP01.wbfs" file].
    6. Click Verify after the utility is done scanning. A message will appear that says, "SHA-1 Hash matched." Now, click OK.
    7. Remove your external device from the computer and put it into the Wii.
7a. The external device, along with the TV, must be seen until step 10 is completed.
    8. Load the USB Loader GX application (this is the only USB loader allowed for Conditional Participation).
    9. Go into the settings, and select Hard Drive Settings.
    10. Set the Game/Install Partition to NTFS or FAT32 based on your external device's file system.
    11. Go back to main screen, and select the game.
    12. Go into the settings, and select Game Load.
    13. Set the Ocarina to ON, and then select save.
    14. Go back to the game screen, and then press Start.
    15. A message will appear that says, "Loading game without cheats." Press Continue.
    16. Continue live-streaming until the track selection for the 1st race appears.

Reason: CTGP Revolution users must prove they have no personal modifications by showing My Stuff turned OFF, but ISO users do not have to prove anything about their personal game modifications. Is that fair? No it isn't, and hash checking is the most foolproof way to check if an ISO has any possible malicious modifications in it or any modifications at all really.

The player will be provided a MKW WBFS file for their region by staff. We provided the file in the form of WBFS instead of ISO because it saves a lot more space and it cannot be opened in WiiScrubber (even though the hash would change if it was, here's extra insurance). The SHA-1 hash of the file will then be calculated with a hash checking program and then compared against the hashes we have recorded when compiling the zip files. After this, the conditional procedure will continue as normal (this may all sound confusing, but just read the procedure steps and you'll be fine; we will also have a video tutorial for the whole procedure on this thread).

This is done through file integrity checking, and I've found the most reliability through the hash algorithm SHA-1 over MD5. The SHA-1 hash cannot be manipulated, and the only way to have the hash be what it should be is to leave the file untouched. If the file is modified in any way, the hash will change and the file will not be allowed to be used in CSL matches.

In addition, a loophole was found with recorded conditionals and video splicing. Recorded conditionals are no longer valid until someone can present a practical solution; only live streamed conditionals are allowed now.

    Update

Change: Modification of the entirety of Section H. ~ Conditional Participation... again.

    H. Conditional Participation

    1. All disc users will be enrolled in the Confirmed Conditionals program, and the list of players in the program can be found here: http://tinyurl.com/cslconditionals. Disc users have to use an eligible friend code and load through the CTGP Revolution application with Custom Tracks set to ON.
    2. All ISO users will use the USB Loader GX application and stream the footage through a Skype video call to a staff member. For the entire process, you are required to screen-share your full desktop screen and have your webcam or capture card on to show the actual start-up. If for any reason you lose connection to the room, rules 2.a-g. are to be redone. Here are the steps that will have to be shown (in order):
2a. Turn the Wii or Wii U on and load the USB Loader GX application (this is the only USB loader allowed for Conditional Participation).
2b. Select the game Mario Kart Wii.
2c. Go into the settings and select Game Load.
2d. Set the Ocarina option to ON, and then save it.
2e. Go back to the game screen, and then press Start.
2f. A message will appear that says, "Loading game without cheats." Press Continue.
2g. Continue streaming until you appear in the room.
    3. If a player on the conditional participation list fails to follow either of the above rules, their points will be removed or they will receive a penalty of 150 points (greater of the two) and they will receive a strike from the Strike System.

    Important Updates

As you can see, it looks like our Staff Meeting today was very productive. :cat:

Change: Addition of Category ~ Strike System.

    Strike System

Instead of point penalties (like -20, for example) being issued for minor rule violations by a player we believe it would be more practical to use a strike system, so these small violations do not have the ability to affect the entire outcome of a match.

    1. 1st rule violation = 1 strike, which will result in a warning for the player.
    2. 2nd rule violation = 2 strikes, which will result in the player being banned for the following match.
    3. For every next rule violation strike, an additional match ban will be added onto the previous amount for the player.
    4. Should a player that received at least 1 strike in the past be clean of strikes for 4 matches in a row, their strike count will be completely reset. If they receive a strike after this occurs, they will start right off with a 2nd strike.
    5. This strike system will be in place for all rules in sections C. ~ Mii Names and E. ~ Hosting (except for 10. as that's still a -100 penalty), as well as Rule 3 in Section H. ~ Conditional Participation and Section K. ~ Results. Section Q. ~ Conduct has its own strike system so that system be in effect for that area of the Match Rules instead of this one.

Reason: We haven't had a category added in AGES, but we believed this was a very necessary addition. For the explanation on why we added it, read the description for the category. ;)

    --------------------------------------------------------------------

Change: Modification of Rule A.1. and removal of A.7. (with all other rule #'s in section A edited to accommodate the removal).

    1. Players must register with an IP address and friend code(s) of their very own and not with any other player participating in the league.
    7. Newly registered or transferring players may not participate in matches originally scheduled before their request was accepted. (Example: Registered Week 3, may not participate in rescheduled Week 2 Match.)

Reason: Although it was never explicitly stated in the rules, having the same friend code as another player in the league due to shared save data or whatnot has never been allowed (or at least, it was not supposed to be). We just noticed this loophole that could have technically allowed it and we wanted to make sure to get rid of it through explicitly stating it in the ruleset.

A.7. was removed because of the change to A.5.

    --------------------------------------------------------------------

    Change:
    Modification of Rule B.1b.

1b. If a team is unable to field 3 or more players for a GP (meaning the FIRST race of 4) then they will be forced to forfeit the match.

    Reason:
With the old rule one side had to have at least 4 players, making a 5v1 or 4v1 allowed during a league match. Is this practical or does this make any sense? No it doesn't.

    --------------------------------------------------------------------

    Change: Modification of Rule C.7.

    7. Any of the above rules broken will use the Strike System procedure.

Reason: We are going to use the Strike System for Section C. now instead of a point penalty (the previous penalty was -15).

    --------------------------------------------------------------------

    Change:
Modification of the entirety of Section D. ~ Game Modifications.

    D. Game Modifications

    1. No modifications are allowed except those that are for the sole purpose of connecting to Wiimmfi.
    2. If a player is caught breaking the above rule, their team will receive a penalty of 150 points or whatever points the player has scored (whichever is greater).

Reason: For D.1., we may have Confirmed Conditionals back like Season 2, but we believe that the regular game should be what is supported without edits, in official matches. With money and sponsors on the line here the league looks more professional without any modifications and provides a more even playing field (while ruling out potential cheating). Everyone should be able to handle their game "not looking or sounding cool" for 1 war a week, and if you Time Trial you would know that the Players' Page community doesn't allow modifications either for official runs. The rule has been edited from CTGP settings (disc) and personal game mods (ISO) to an umbrella definition that's easier to understand. For D.2., the rule was changed from only removing players points to a minimum of -150 for a penalty due to the fact that if it happened to someone who scored low (such as a bagger) it wouldn't affect them and it wouldn't be fair to someone who scored higher and was using the same game modifications.

    --------------------------------------------------------------------

Change: Removal of OLD Rules E.4., E.5., and E.6., addition of Rule E.3a., and modification of Rule E.3., New Rule E.4. (formerly E.7. due to the removal of E.4.-E.6.), and New Rule E.8. (formerly E.11. due to the removal of E.4.-E.6.).

    3. The hosting clan must provide the opposing clan with a host friend code and wait for the opposing clan to give permission before opening the room. If no confirmation to open the room has been given 5 minutes after the scheduled match time, the room may be opened.
3a. If rule 3 is broken and the room is opened before the opposing clan gives permission or before waiting the 5 minutes, the host must close and reopen the room if the opposing clan requests it.
    4. The host must allow a maximum of 20 minutes after the scheduled/agreed time for players to join the room and start it after that time frame unless both clans are in agreement to start sooner or wait longer. See rule E.6. for more information.
    8. Any of the above rules broken without a penalty listed will use the Strike System procedure.
    4. If rule 3 is broken and the room is opened before the opposing clan gives permission or before waiting the 5 minutes, the host must close and reopen the room if the opposing clan requests it.
    5. The host must open the room within 5 minutes from the scheduled/agreed time unless both clans are in agreement to wait longer.
    6. Hosts who break rule 4 or 5 must close/re-open the room should the opposition request it.

Reason: E.3a. was added to go with the modified Rule E.3., and due to E.3. being changed, old rules E.4., E.5., and E.6. were no longer needed so all 3 were removed.

For E.3.: The whole point of the 15 minute rule was so that clans don't get easy top 5s in the room, and with the old rule a good few match outcomes were affected because the time limit was either too early or just not a very smart idea. We thought of another way to accomplish the same purpose above (not getting top spots in the room) and we believe it will work better. As for New E.4., now that Global Conditional Participation is in effect (and will be announced and explained in a thread shortly), teams definitely will need more time to get in the room, and we believe 5 more minutes will be sufficient for this. Finally for New E.8., we are going to use the Strike System for Section E. now instead of a point penalty (the previous penalty was -20).

    --------------------------------------------------------------------

    Change: Modification of Rule K.3.

    3. The player who posts the match result must include a screenshot from http://wiimmfi.de/mkw of all participants and their friend codes (Example: http://i.imgur.com/77KNcNl.png). If that player does not include it within 48 hours after the result thread has been posted, the Strike System procedure will be used against them. It is recommended that both clans take screenshots in case it is attempted to edit one. Any friend code image edits found will result in the clan/player involved facing severe consequences at the staff's discretion.

Reason: Before, Rule K.3. stated that if the picture of friend codes wasn't posted, then any unregistered FC accusations and whatnot would be dismissed. Now that Confirmed Conditionals are a thing where checking to see if players are on the right FC is PARAMOUNT to how the system works, the picture of friend codes being posted will now be mandatory in a results post. However, unlike proof of scores where a match must be completely replayed if there is none to present, we do not believe a match should have to be replayed if proof of friend codes is missing. Instead, the player who missed the picture has 48 hours to include it in their post or they will be dealt with under the Strike System procedure we added.

    --------------------------------------------------------------------

Change: Addition of Rule M.1. (with every other rule moved down) and modification of Rule M.2. (formerly Rule M.1.).

    1. If both parties agree to reschedule a match, the rescheduled match date/time overrides the default date/time for that match.
    2. Matches are to take place at the scheduled date/time, unless both clans are in agreement to play at a different date/time no earlier than 7 days before the scheduled time or 7 days after the scheduled time which permits them to post results no later than 48 hours after the match completion.

Reason: For M.1.: If you agree to a match time, you should have to go through with it and not be able to just back out to the default time... even if you rescheduled the match early. For M.2.: A team should not be allowed to reschedule to a time when the next week is supposed to be played, as it makes keeping track of results very confusing.

    Update

Change: Modification of Rule I.3. & Addition of Rule I.5. The following were modified for better wording (nothing actually changed): I.1. & I.2.-2b.

    I. Disconnections & Player Compensation

    1. If a player does not participate in a race (not shown on the results screen), they will be given 3 points.
    2. If a player disconnects during the 1st or 2nd race of a GP (and/or misses at least 2 races from said GP), one of the following will happen:
2a. They will be compensated with 15 points for the GP. Rule I.1. would not apply.
2b. They will receive their points for the races played with rule I.1. included for the missing race(s). This rule is chosen if the player’s GP score was to be greater than 15 points.
    3. If 3 or more players disconnect during a race, and at least 1 is from each clan, the race does not count.
    4. If all participating players appear on the results screen, the race counts. The only exception to this is rule I.3.
    5. Should a player be disconnected from the room after completely crossing the finish line and is shown last on the results screen, the race result will be corrected to accommodate the player’s original finishing position (if solid evidence is presented to support this).

Reason: Rule 4 was changed because the old rule was very easily exploitable and next to impossible to be completely caught doing so. Rule 5 was added because the player earned the spot they finished the race in if they were to be disconnected before the results screen appeared.

    Important Updates

    Another productive staff meeting! :cat:

Change: Addition of General Rule 10.-10b.

    10. All clans will have a minimum of 1 and a maximum of 3 player representatives. These player representatives will be the only ones organizing their clan’s matches throughout the league, no one else.
10a. All player representatives for each clan will be added to a Skype chat made by the league admin(s) for their division. The league admin and the division admin will oversee the chat.
10b. All match organization is to take place in the division representative chat. Any match organization that takes place outside of this chat will be considered invalid.

Reason: It's been awhile since a General Rule was added, but we believe this rule will result in better organization, people will be held liable for match organization problems, and there will be less confusion over who organized matches. Everybody will be able to see who organized each match as well so fake/edited logs (which has been an issue in the past) won’t happen anymore. In addition, other game leagues have team representatives so this is a more professional way of running things.

*Because of this rule change, everyone please post your clan representatives on this thread!

    --------------------------------------------------------------------

Change: Addition of New Rule B.1a. (with Old B.1a. being changed to New B.1b. and Old B.1b. being added as B.1c.)

1a. If both clans agree to different match size, this will override the default size for that match.
1b. The only match sizes that are not allowed on any condition are 3vs3s and below.
1c. If a team is unable to field 3 or more players for a GP (meaning the FIRST race of 4) then they will be forced to forfeit the match.

Reason: Like with not being able to back out of reschedule times, if you agree to a match time, you should have to go through with it and not be able to just back out to the default size.

*The other rules were moved down due to the addition of the new rule being put at the top.

    --------------------------------------------------------------------

    Change: Modification of Rule B.5.

    5. Players may not use the following glitches:
    - Coconut Mall (both the ultra and the downward spiral skip)
    - Grumble Volcano (however, the lava-respawn & rockhop glitches are allowed)
    - Maple Treeway
    - Mario Circuit
    - Mushroom Gorge
    - Rainbow Road (however, the moonjump at the beginning is allowed)
    - Wario's Gold Mine
    - GCN Peach Beach
    - GCN Waluigi Stadium
    - N64 DK's Jungle Parkway (both the ultra glitch and the spiral skip)
    - N64 Sherbet Land

Reason: GCN Peach Beach was added to the list of banned glitches because it poses the same position tracker problem as N64 DK's Jungle Parkway's spiral skip when a lap count is missed when taking the glitch. We did not know this problem could happen earlier, so that's why the glitch was added just now. Our apologies, we're only human. ;/

    --------------------------------------------------------------------

Change: Modification of the entirety of Section J. ~ Trolling and a name change to Suicide Bagging, Overlapping, & Trolling

    J. Suicide Bagging, Overlapping, & Trolling

    1. The home clan chooses whether they want to play the match with Suicide Bagging, Overlapping, or Trolling rules. This must be done before the room is opened for the first time. If nothing is chosen beforehand, the Suicide Bagging rules will be in effect for the match.
    2. Passing the line and then reversing is not considered being on the same lap as when you passed. For example, if you pass the line to get on lap 2 and then go behind the line, you are on lap 1.
    3. If the Suicide Bagging or Overlap rules are in effect for a match and are broken, they will be penalized (-20 points) for every incident. Solid proof will be required for a penalty to be applied.
    4. Suicide Bagging (a.k.a. Trolling NOT Allowed)
4a. A player is not allowed to be half a lap or greater behind the current 1st place position and negatively interfere with an opponent(s). This includes:
    - Hitting an opponent with an item (Excluded items: Blooper, Lightning, and POW).
    - Hitting an in-game object to affect an opponent.
    - Any form of bumping an opponent. This includes sitting in front of shortcuts, main parts of the track, etc.
    - Causing an opponent to miss an item box by taking it or blocking it.
4b. The only exceptions for what is listed under rule J.4a. that will not be penalized are the following:
    - The racer runs directly into the opponent while they are not moving at all (as long it follows rule J.4a., situation 3) and not using an item.
    - The racer clearly goes out of their way to get trolled.
    5. Overlapping
5a. Players are not allowed to be overlapped by the 1st place position. Should this happen, they are given 5 full seconds (after being overlapped) to move out of the way of the racers without affecting them in the process and then completely stop and not use any items for the entire rest of the race.
5b. If a racer takes a shortcut (for example, the Grumble Volcano respawn) and overlaps a player due to that, the overlapped player must abide by what is stated in rule J.5a.
5c. If a player is overlapped while under the effects of an item used prior to being overlapped, a penalty will not be given. However, they are not allowed to affect any racers with that item.
    6. Trolling
6a. The penalty stated in rule J.3. will not be given out as Suicide Bagging and Overlapping rules are not in effect.

Reason: There was a thread with a poll created on this topic and it was very close to even, so we decided to put every option together and make it into one section. This also makes being the home team in a match more valuable. Most competitions have some sort of home field advantage, and now this league will have one.

    Update

    Change: Addition of Rule J.5d.

5d. Players are not allowed to individually affect any racers that have not overlapped them, but are in close range of it. For example, if you are close enough to 1st place that you can cause an item box to not respawn in time for them to get it, Bob-omb them, or Star them while almost being overlapped, this is not allowed.

Reason: To make it clear that a bagger is not allowed to affect first place (who would be on a higher lap count), even if said bagger is not yet overlapped.

    Update

    Change: Modification of Rule H.2.

    2. All ISO users will use the USB Loader GX application and stream the footage through a Skype call to a staff member council member or a clan representative of their opponent.

Red is removed (original rule) and blue is added (with this update). Updated in first post.

Reason: It was supposed to say council members instead of staff members since the council handles this type of stuff. So, that was fixed. Also, we added in that the opponent clan representatives can verify ISO startups in case the council members are not available at the time of a match, especially if any matches were to be rescheduled to a time other than the default.

    Update

    Change: Modification of Rule A.5.

    5. Players registering or transferring less than 24 hours before the match is played will not be eligible to play in that match.

Reason: Corresponds to the addition of New Rule A.6. below.

This rule will go into effect for week 1 to correspond with the addition of New Rule A.6.

    --------------------------------------------------------------------

Change: Addition of New Rule A.6. (with Old Rule A.6. being changed to A.7. and the other rules moving down)

    6. Any FC updates must be completed before a match starts.

Reason: This was changed because people might have to switch Wiis at the last minute or their data may be corrupted. FC updates are not a way to gain an advantage as opposed to registering and transfers, therefore the 24 hour deadline isn't necessary. However it makes no sense to allow someone to use a FC then update after a match, so the FC update must be done before the player's match starts.

This rule will go into effect for week 1 because it wouldn't be fair to restrict someone from playing their match tomorrow due to having to use a new FC in order to get on Confirmed Conditionals.

    --------------------------------------------------------------------

    Change: Modification of Rule B.3.

    3. Match duration is to last for 3 Grand Prixes (12 races total). If a clan refuses to play all 12 races, then it will be a forfeit of 150-0 or if the point differential is greater than 150 then that will be what is used for the final result.

Reason: It may be common sense to have to finish all 12 races, but our ruleset never explicitly mentioned it. Now if someone were to "Wii's off" before all the races of a match are completed, there is no longer a possible loophole.

This change will go into effect Monday @ 12:00 AM EDT.
